Meet the Team

Resourcing solutions is a specialist division of HR within North Yorkshire County Council and can be contacted on 01609 535585 or by email via our contact form.

Resourcing solutions delivers:

  • Specialist recruitment advice and support for executive/senior, specialist volume and hard to fill campaigns, 

  • Extended workforce solutions including agency, interim and consultants,

  • Young person’s recruitment services including apprentices, internships, work experience and graduate recruitment 

  • Professional & qualified recruitment and development assessment services, 

  • Career transition and supporting staff services (outplacement service), including redeployment support.

  • Raising awareness in areas of national skills shortages such as Teaching with our InspireLeadTeach website and the Care Sector with our MakeCareMatter website

The team have collective and individual specialisms as follows:


Sarah France-Gorton, MHRM, MCIPD, MREC, MSc (Hons), BPS A&B Assessor, Moresby Profiling
Principal Advisor, Resourcing Solutions
Sarah is responsible for all aspects of resourcing and leading the Resourcing Solutions Service. Sarah has significant experience of delivering resourcing solutions and talent acquisition across sectors having worked in the recruitment industry and operational management. Whilst Sarah heads up all initiatives delivered by the service her specialisms include: resourcing strategy and staffing solutions, attraction, executive/specialist campaign management, agency workers & interims, DBS/safeguarding and recruitment operations.



Liz Beavan, CIPD (Level 7), PgDip, BA (Hons)
Senior HR Adviser, Resourcing Solutions
Liz has extensive HR and Recruitment background having previously worked in HR over a number of years for a diverse range of private sector organisations. Her areas of responsibility include providing targeted support for staff that are at risk of redundancy to achieve positive outcomes, young persons recruitment (Work Experience, Apprentices, Graduates, Internships), specialist care service sector resourcing solutions, and more generally developing innovative resourcing solutions using modern and varied methods of attraction. Liz has specialised knowledge within search engine optimisation, social media, graphic design and website design so leads with innovative ways                                              of developing these within our team.


Zoe Bell, Assoc CIPD, ILM - Certificate in Level 1 Management
Senior HR Adviser, Resourcing Solutions 

Zoe has a wealth of experience in recruitment, business management and account management from the private sector and most recently public sector, particularly specialising in the Care and Education Sector, delivery services to care homes and schools.  Zoe develops senior and bespoke resourcing services and campaigns which include executive/senior and hard to fill positions and leads with the management of our agency services. Zoe was instrumental in the primary development, launch and delivery of our recruitment centre of excellence to the care sector, she now takes a strategic lead to ensure we continue to work closely with our customers to continuously develop our                                              services and ensure that we are meeting their needs.


Keeley Metcalfe, BA (Hons), CIPD (Level 3), PTTLS, IAG Level 4, BPS A&B Assessor
Senior HR Advisor, Resourcing Solutions 

Keeley’s early career in resourcing solutions saw her being an expert in apprenticeship and graduate recruitment, having previously worked in the adult learning and skills service as a learning and skills advisor. Keeley is a qualified Careers Adviser and has also supported redeployment and career transitions for staff at risk of redundancy. She is currently using her resourcing expertise to deliver a range of professional recruitment projects for Schools, assisting them to attract and source talented teachers on either a permanent or temporary basis.  Keeley works closely with Schools across North Yorkshire to identify their needs, review existing recruitment practice and give advice on advertising methods to maximise attraction of high quality applicants. She has actively organised and delivered Teaching Awards, set up a dedicated website to raise awareness and attract new teachers and continues to seek new, innovative and inspiring attraction methods to bring new talent into this national skill shortage occupation.


Jessica Marshall, CIPD (Level 3), REC,  BPS A&B, Morrisby Profiling
Senior HR Advisor, Resourcing Solutions
Jessica has extensive resourcing experience gained from working in both the private recruitment sector and from within our operational recruitment team. Within our team Jess has delivered the supporting staff services designed to support staff during restructures, redundancy and ill health redeployment, has been responsible for our Head Teacher recruitment portfolio, supporting governors to attract potential candidates for this crucial piece of recruitment and has lead with managing difficult to fill roles within the care sector. Jess now leads and develops our strategic approach for recruitment campaigns which includes corporate, specialised and high volume positions and manages our recruitment centre of excellence to the care sector. Jess was involved from concept of the recruitment centre, so has worked directly with care homes to identify their needs and plan how we can support them with these, she has set up processes and systems, trained staff and now strategically manages all our care homes direct recruitment to ensure long term success.


Sarah Ruocco, BPS A&B, Morrisby Profiling (currently on maternity leave until January 2019)
HR Advisor, Resourcing Solutions
Sarah brings a wealth of recruitment and resourcing knowledge having worked within NYCC’s Human Resources Service for a number of years, and having previously been a manager of the Operational Recruitment Team.  Sarah’s experience includes a variety of specialisms; Advertising Campaigns, operational resourcing issues, Redeployment support for staff, Resourcing Policy and Guidance, Young Person’s Recruitment portfolio which covers apprenticeships, internships, graduates and work experience. Most recently Sarah has been working directly with our care homes to attract care workers in this sector where there is a national skill shortage, she has had great success in raising knowledge with recruiting managers which has led to a significant increase in roles been filled quickly. 

Steve Cooper Level 4 Diploma, BPS A&B, Morrisby Profiling
HR Adviser, Resourcing Solutions
Steve's career has mainly been in the advertising and recruitment industry and so is well placed to deliver specialist resourcing services. Steve has a remit across resourcing but his main area of responsibility is specialising in the delivery of Executive recruitment services, with a particular focus on Headteachers; advising and supporting governing bodies through the process of sourcing, assessing and appointing to these pivotal and hard to fill positions in addition to assisting with the management of our agency services.

HR Adviser, Resourcing Solutions
Gillian joined us from the private sector with a strong background in recruitment branch management, volume recruitment and senior appointments across all sectors and disciplines. Using her extensive resourcing knowledge along with her business management expertise she is responsible for delivering transformation support to our Facilities Management services. Gill is experienced in supporting managers skill development and their adoption of modern, agile and proactive approach to recruitment, in today’s candidate driven labour market.



Jon Crabtree, Assoc CIPD (Level 5), FDA, HRM

HR Advisor, Resourcing Solutions

Jon brought us a wealth of HR knowledge from the public sector, including a wide and varied skillset gained from dealing with case management issues to providing redeployment and careers advice. Delivery of high impact employability support, achieving a high percentage of people securing meaningful, sustainable employment is Jon’s specialism. Jon leads the transition into sustainable employment aspects of the refugee resettlement project; by providing diverse and bespoke employability services whilst overcoming cultural and language barriers to ensure success.


 Lauren Mosley MSc, BA (Hons), BPS A&B Assessor
HR Advisor, Resourcing Solutions

Lauren has a background in Business Psychology, along with experience of research and development of bespoke employee engagement and self-awareness tools for businesses and is a qualified assessor. Lauren initially supported our internal services with their large volumes, hard to fill and senior campaigns and school recruitment; assisting schools to effectively recruit to teaching roles. Her current focus is the delivery of resourcing solutions to our care sector meeting their specific recruitment challenges, working with managers to achieve an effective, modern and agile approach to staff resourcing and fulfilling staff resource requirements including the future workforce.


Leonie Ellis BA (Hons)
Resourcing Officer, Resourcing Solutions
After graduating with a degree in Business Management and working within a project management role, Leonie began her HR career working within employment services specialising initially in payroll services and then HR Advisory Services, where she gained a range of experience from advising on HR policy and procedure. Leonie’s current focus within Resourcing Solutions is the delivery of a project specifically for the Care Sector in response to the national skill shortage and limited local labour availability. As part of this project Lauren is engaging with providers, organising and delivering road shows and events, managing the Make Care Matter website and working with local colleges to raise the profile of working in the care industry with their students.


 Abigail Almond BA (Hons)
Resourcing Co-ordinator, Resourcing Solutions

Graduating with a Degree in English Literature and undertaking teacher training, Abi initially started her career in the recruitment industry working as a specialist Teacher Recruiter.  Abi has experience of sourcing candidates, writing specialist recruitment advertisements and marketing vacancies effectively. She delivers projects that improve resourcing approaches adopted by schools and education providers, by assessing and reviewing school recruitment practice and delivering guidance to achieve targeted advertising and creating a candidate focussed process to ensure success. Using her recruitment experience she delivers specialist recruitment support for large volumes, hard to fill and senior campaigns.


Trish Gourley CIPD (Level 3)

Resourcing Co-ordinator, Resourcing Solutions

Coming from a large global organisation, Trish has a wealth of knowledge within HR, Training and Recruitment and has experience of providing support to over 600 employees. Trish delivers bespoke resourcing services including everything from senior positions to hard to fill or large volume campaigns, which includes recruitment advertising, assessment days and being the first point of contact to provide specialist recruitment advice to our customers. Trish also assists with the daily running of and queries relating to our agency services.
